• Valid Security Clearance (or ability to obtain this)
• Formal Education and/or training in structured business analysis and requirements definition techniques:
• Preparation of Use Cases; MoSCoW analysis; VPEC-T analysis, Karnaugh Maps (K-map), … etc.
• Experience in producing (identifying and documenting) detailed specifications
• Experience in delivering informative, well-organized presentations
• Experience in communicating sensitive information tactfully
• Demonstrates understanding of application programming, database and system design
• Demonstrates understanding of Internet, Intranet, Extranet and client/server architectures
• Demonstrates understanding of how legacy and web-based systems interface with each other
• Demonstrates confidence and an broad knowledge of emerging industry practices when solving business problems.
• Demonstrates excellent verbal and written communication skills evidenced by effective client interaction to identify needs and evaluate alternative business solutions
• Demonstrates knowledge of:

1. Project Management Book of Knowledge – PMBOK
2. Software Engineering Body of Knowledge – SWEBOK
3. Capability Maturity Model for Software - S-CMM
4. IT Infrastructure Library – ITIL
5. Systems/Software Development Life Cycle – SDLC
6. Object-Oriented Design Methodologies - OOD

• Public Safety Domain expertise
• Experience in facilitation of team and client/partner meetings
• Formal Education and/or training in analysis and prototyping of effective Graphical User Interfaces
• Formal Education and/or training in Business Process Modeling
• Formal Education and/or training in Business Process Reengineering (BPR)
• Formal Education and/or training in Business Process Improvement (BPI)
